Chief Executive Officer
Leader of GME Development and Higher Education Accreditation Services
Dr. LeBoeuf brings extensive experience in graduate medical education leadership and is currently Director of Residency Programs and ACGME Designated Institutional Official at SSM Health St. Anthony Hospital, overseeing Family Medicine, OB/GYN, and Transitional Year residency programs. He previously served as Chief of Graduate Medical Education and Clinical Rotations Officer at Lincoln Memorial University-DeBusk College of Osteopathic Medicine, where he spearheaded multiple ACGME accreditation applications and successfully transitioned three residency programs from AOA to ACGME accreditation.
As Executive Director of the Osteopathic Medical Education Consortium of Oklahoma (OMECO) from 2009 to 2016, Dr. LeBoeuf created 22 new teaching programs with 258 residency positions, demonstrating exceptional ability to develop and scale graduate medical education programs. His expertise encompasses all aspects of GME development, ACGME and AOA accreditation processes, and institutional compliance.
Dr. LeBoeuf holds a Doctorate in Higher Educational Leadership from Lincoln Memorial University and is a Certified Association Executive (CAE), a distinction held by only 3,100 executives at the time of his initial certification in 2003. He is a Fellow of the Assembly of Osteopathic Graduate Medical Educators (AOGME) and an Honorary Fellow of the American Osteopathic College of Occupational and Preventive Medicine. He serves on the AOA Bureau of Osteopathic Education and chairs the AOGME Council of GME Leaders. Additionally, Dr. LeBoeuf serves as teaching faculty for the AACOM/UNC Sheps Center GME Development Fellowship and has been CEO of Association Innovators, LLC since 2003, providing association management and GME consulting services to organizations nationwide.

Association Management, HR Consulting Services, and Advocacy & Government Relations
Ms. Niu is a licensed attorney in Oklahoma and New Mexico who brings a unique combination of legal expertise and association management experience. She has provided executive level association management services to state, local, and national clients since 2018 and has been the Executive Director to the Tulsa Osteopathic Medical Society since 2023. Ms. Niu previously served as Assistant General Counsel at the Oklahoma State Department of Health, where she provided legal representation and counsel on federal and state employment law and health policy matters.
From 2021 to 2024, Ms. Niu served as CEO and Executive Director of the Oklahoma Osteopathic Association, a state membership organization serving 2,000 osteopathic physicians, residents, and medical students. In this role, she managed professional staff, coordinated comprehensive advocacy services with contract lobbyists and political consultants, and successfully achieved key legislative goals. She planned physical, hybrid, and virtual conferences and continuing medical education seminars, managed association finances (including those of an affiliated 501(c)(3) foundation and political action committee) and crafted successful grant proposals.
Previously, Ms. Niu served as Executive Director of the American Osteopathic College of Physical Medicine and Rehabilitation (2019-2021), where she increased active physician membership by eleven percent while navigating the pandemic transition to virtual CME programming. She holds a Doctor of Jurisprudence from Texas Tech University School of Law, where she received Top Grade Awards in Legal Practice II and Professional Responsibility, and a Bachelor of Science in Business (summa cum laude) from William Carey University. Her legal background, combined with extensive association management experience, provides comprehensive expertise in regulatory compliance, industry coalition building, and organizational governance.

Chief of Operations
Ms. LeBoeuf oversees all operational aspects of Association Innovators, ensuring efficient project delivery, resource allocation, and client service excellence. She holds a Master of Science degree in Consumer Economics and brings extensive hands-on experience managing the day-to-day operations of association management clients.
Her expertise encompasses comprehensive meeting management, continuing medical education (CME) accreditation support, membership campaigns, social media postings, member newsletters and communications, and leadership pipeline development. Ms. LeBoeuf’s operational excellence enables the firm to maintain high-quality standards while scaling services to meet diverse client needs, coordinating project teams and implementing systems that ensure seamless service delivery across all practice areas.
